Our second project was also driven by an urgent call to action. The authorities in the union territory of Pondicherry have proposed an improbable and inhumane solution to the spike in the stray dog population. They were rounding up the stray dogs and confining them in a pound. This was in clear violation of animal welfare laws that prohibit the confinement of street dogs in pounds other than for the purposes of recuperation from ABC surgery. Blue Cross of India, Chennai, which is located 130 kms from Pondicherry, has taken on the daunting, yet much needed effort, to conduct systematic ABC-AR camps across Pondicherry. They are currently setting up their second facility to double the number of dogs reached and effectively outpace any drastic government decree.
